    New Government and its Ministers -2011

    Sir,

    When will we have a Chief Minister, who really worried about FUTURE of the PEOPLE OF KERALA, than his political party and party members.

    The present setup (political aligns of different party) of Kerala is not at all for the KERALITES, it just for the parties only.

    The new ministry headed by Sri Ooommen Chandy have taken charge just about one hour back. In addition to the Chief Minister the leaders of the other parties included in UDF also have taken charge. This include Messers Kunjalikkutty (Muslim League), K.M.Mani (Kerala Congress-M), K.P.Mohanan (Socialist Janatha), K.B.Ganesh Kumar(K.C -B), T.M.Jacob (Kerala Congress-Jacob) and Shibu Baby John(RSP-B).

    Among this seven only Shibu Baby John took the oath in English while all others did it in malayalam. Also Shibu took oath solemnly, while others did it in God's name.

    Normally when the ministry is to be formed with such a wafer thin majority with so many constituent parties, there will be lot of troubles from the beginning. In this case so far there is not much adverse media publicity as happens usually. It is the tendency of media especially the T V Channels to indulge in wild goose chase and gossips and guess work. The first step has gone very well.

    Let us hope that the process is completed with such smoothness without much delay so that the new Government can take charge and do justice for the confidence the Kerala People have shown to them.

    Since the majority is practically of one vote only with the election of speaker, the new Government will have its own inherent problems. Added to this is the fact that Mr Achuthanandan will be the opposition leader. He is a cunning politician very capable of exploiting any situation that may arise. Even if there are such situation, he is capable of creating the same.

    Let us wish good luck to the new Government and also hope that it will be good luck for the State population.

    Some of the decisions taken by the new ministry at its first sitting are to be welcomed.
    At the same time when portfolios were allocated among the ministers, the portfolio related to Local self governance is seen to be split. Municipalities and corporations (with urban development)have gone to one minister and the Panchayaths and rural developments to another minister. This will create problems while executing projects and spending budget allocations.

    Complaints against this action have already come up from different sources. as a result the CM has said that a co-ordination committee consisting of ministers will look after the projects. Still it will lead to problems, no doubt. Various departments in a government generally work independently and co-ordination among them is very difficult, even if the ministers take interest.

    so, as in the past why not these portfolios be brought under the same minister? Otherwise, the very principle of decentralization will be defeated.

    Mr Sankaran has raised a very valid point. All along the Local Self Government was one portfolio and it was functioning more or less well just like other departments.

    Now that the Local Self Government is split into 3, the apprehension is natural and views of concern are expected.

    At the same time we may also keep an open mind to give a chance see how the change works. In the old system, it could have been possible that according to the minister concerned, the rural area or urban area might have been more supported than the other. Under the new dispensation, the ministers being different will have to show some result in their respective fields/. Hence it is possible that there my be some improvement in the new trial.

    After all if the system does not work out the same can be rolled back any time. The C M has informed that a co-ordination committee consisting of the ministers concerned will attend to the co-ordination wherever required.

    Let us give the new ministry and new system a fair chance.
