Yet another Spectrum scam. It was A. Raja and 2G scam in the news but now it is the turn of Indian Space Research Organisation (ISRO). CAG has found the biggest scam of the country S band scam, according to CAG S- band allocation have created a loss of 2 lakh crore rupees to the govt of India which is more than that of the 2G spectrum scam .
The scares S- band used for mobile broad band service in the fourth generation technologies such as WiMax and Long Term Evolution (LTE) which cost billions in the market is shared with the private firm under the former Scientific Secretary at ISRODr. M.G. Chandrasekhar.
In 2005 ISRO's Indian Space Research Organisation's commercial arm Antrix Corporation Ltd got in to an agreement with Devas Multimedia a satellite broad band provider, allotting them use of 70 MHz of the scarce S-band spectrum over a 20-year period. It is the first time the S-band, which ranges from 2500 to 2690 Mhz, has been opened up to the private sector.
The allotment was made in 2005 without calling an open bid, the agreement says that ISRO has to build two satellites — GSAT-6 and GSAT-6A., with 2000 crores which is not built yet and the deva multimedia will have aces to ten transponders of the satellite
To know the depth of the scam; you have to know how 15 MHz of this frequency range was auctioned in 2010 for 3G spectrum. 15 MHz of this spectrum fetched an amount of Rs. 67,719 crore for the government.
BSNL and MTNL paid Rs. 12,847 crore for 20MHz of the S- band spectrum for offering broadband to their customers. But Devas multimedia has to pay only Rs. 1,000 crore for their 70 MHz of spectrum in the same band.
Internationally many countries have auctioned the rare S-band for Mobile broad band services which brought billions of dollars to the govt. In 2009 $HK 1.53 paid to the authority by 3 operators together for 90 MHz of S- band spectrum. Why S- band deal is under the scanner
