Institute of Applied Manpower Research, a body of the Planning Commission, has published the Indian Human Development Report, which shows that the Human Development Index (HDI) in the country has risen by 21 percent. In the year 1999 – 2000 India's HDI was 0.387, while the same is 0.467 during 2007 – 08. Some of the States are having their HDI below the national average, which include Chhatisgarh, Orissa, Madhya Pradesh, Uttar Pradesh, Jharkhand, Rajasthan and Assam.

Presently, two thirds of the households in the country resides in pucca (cemented) houses and three fourth of families have access to electricity for their domestic uses.

In the case of literacy rates Kerala stood at the first place with its highest literacy rate of 93 %. The State has also provided quality health services to the people. On the subject of consumption expenditure people also the State gets praises in the Report. Further, the State's life expectancy at the time of birth, 74 years, is said to be comparable with developed countries of the world.

The Report finds that over a half of Indian women suffer from anemia, particularly those belonging to the Scheduled Caste, Scheduled Tribes and Muslims. The infant mortality rate among the weaker sections is slowly converging with the national average.

It is reported that there are nine hospital beds per ten thousand people in India. The same in China is 30 per ten thousand people.

One of the major concerns the country face is high rates of child malnutrition. Gujarath was in the bottom layer with 69.7 per cent kids up to age five being anemic and 44.6 per cent suffering from malnutrition. The Report has praised Bihar for its unprecedented economic growth during the 10th Plan period. It also notes that the per capita social sector expenditure of the State too had increased significantly during the last five years. Significant increase in the per capita expenditure on the welfare of Scheduled Castes and Scheduled Tribes is cited in the Report. But still the State is still lagging behind most of other States.
